Is the project fully permitted?

Yes for the core project: Apaulinha's building permit has been obtained. Four complementary buildings — the spa, the bar, the Shelter and the padel court — were not part of the initial licence but have already been validated under a PIP (Pedido de Informação Prévia, a formal prior-information request), with a licence amendment to be filed during construction.

The estate is developed within a rural tourism framework, under a "Hotel Rural" classification licensed by the Municipality of Grândola, and its legal structure allows division into horizontal property (propriedade horizontal), so each villa is sold individually with full ownership title.

The distinction between the two permitting tracks is worth understanding. The villas and the estate's primary infrastructure — the substance of what buyers acquire — are covered by the obtained building permit. The spa, bar, Shelter and padel are amenity buildings; the PIP validation means the municipality has already confirmed their conformity in principle, and the amendment procedure formalises them within the existing licence while works proceed.

Why it matters: in the Grândola–Melides–Comporta area, strong planning restrictions make permits the scarcest ingredient of any project — many announced schemes stall precisely at this stage. A project that holds its building permit, with amenities pre-validated through the proper municipal channel, carries materially less regulatory risk than one still seeking approval.
